Psocoptera
It is nymph of booklice. It is about 3 mm long. I found it on the tree, put it on a leaf next to the water and took some photos.

Foggy start to a Sunday morning
Down on the waterfront this morning, tide was out, Heron were sitting along the water fishing. There was a boat coming across the water from Bremerton heading into Port Orchard.
