I think your composition could use some work. The largest part int he frame is empty water. If the dock wasn't there I would suggest getting lower but because it is there I would suggest moving forward and using it to fill up a larger part of the frame.

LOL. I thought the same things but decided not to mention them. I don't think he could have moved forward enough to help that much. Really, if he could have set up a ladder in the water... ;-)

This is entirely my POV but it's not really sharp enough. I don't normally comment on that but the bridge lights, especially, should be sharper. I don't know if you shot this hand-held or what.

My biggest thing is composition but without having been there I can't say much about that.

And while I don't normally make suggestions about post, just a few tweaks could really help. In the attached copy, I increased the temperature and tint just a tad, opened up the shadows and dropped the blacks by the same amount, bumped up the whites, clarity and vibrance. Then I removed some unidentifiable flotsam and gave it a slight negative vignette.
Again, and I can't overstress this, it's just my opinion which is usually wrong! :-)

Thanks for the feedback I am about a month into my photography journey and composition and processing are key elements I need to work on and learn. My plan is to shoot as much as possible to shorten the learning curve...
