The 'Orton' effect is almost always overdone and has quite rightly been taken to task in this article but....give it a try on your image :)

Hi, no, the foreground.

Do you mean I should try to make the mountains glow? (Sorry I am still learning..)

Not glow as such - that is when it is over done. OK never mind, difficult to explain here. I suggest you get someone to have a look at it for you as the foreground could carry a lot more impact.
