It's over-processed so it looks more like a wax figure than a real person.
I love how people, when editing human portrait, over-process the facial skin and suddenly do not know what to do with eyelids, lips,ears and god forbid neck! Like its not the skin and/or part of the person or what? Jee we really have to rethink our concepts of real human skin and "beauty" I guess...
