A photo should be able to tell a story without you having to explain it. This is cropped so tightly and it out of focus, so there' s no way that the viewer could make that connection between his sorrow and his loss.

It's snapshot, nothing else. There's more to capturing an emotional moment than pressing the shutter release. The composition is terrible, the lighting is harsh, and the colors are dull. It's not really a portrait either; it's more like street photography or photojournalism.
