I think you were right to shoot this with a slow shutter speed. It gives an ethereal feel to what might have been just a snapshot.
Long exposure is giving this a wonderful mood. Two small edits: Use lightroom to straiten the right side of the building (make the verticals straight) and crop out the tree on the left - dosn't add much and has blurry leaves because of the long exposure.
