In my opinion, the reason this has been voted to around a two is that the subject is really beautiful, and composition is solid, but the subject is doing most of the work. The sky is amazing, and the composition of the harbor and the town is a bit broad, which is only really a problem because it hides details in the city that would lend visual interest. And as well as the exposure of the sky is handled, the exposure of the town feels flat. There is contrast, but a composite where some dusk-timed photos of the town after lights there have come on are painted over this exposure for the natural elements would help it pop a lot better. The boat in the center and the wall on the left are a lot more interesting because they already have lights on - imagine that if the town had more lights like those visible.

I will say, I think you did well above average with the sky, and that I like the composition and that the subject is obviously very strong.
