This is the Vietnam Veterans Memorial in Jacksonville, North Carolina. On Camp Lejeune.

The glass wall has all of the names of the men and women that gave their life in that war as well as all the names of the POW/MIA. The Vietnam Veterans Memorial at Lejeune Memorial Gardens is second in size only to the national Vietnam Veterans Memorial in Washington DC, and is one of only a few that lists all the names of the fallen. The five jets in the fountain represent all 5 branches of the Armed Forces.

As far as photographing this goes. I waited till blue hour for the fountain to light up. I then lit the fountain and structure as well as the glass wall with several flash shots. I then blended all of those flash shots together in photoshop. Painting in the flash with a low opacity brush where I wanted it. Once blended together I did some final adjustments in Lightroom.
