The miracle of image stabilization, patience and dedication of a sniper, and breath holding with every shot while dragging the shutter at 1/15th or 1/30th of a sec. Multiple captures taken belly on the 8th floor of a high rise building in Chicago assembled later in photoshop to convey the frenzy of morning rush hour.
