In Washington DC at the steps of the Capitol Building. The sunset made some nice colors in the sky. I had been taking pictures of the Capitol Building, then turned around a shot this of my wife's foot as she walked along the half wall there.

Clearly, you were inspired by both the breathtaking colors of the sunset and the opportune hanging foot of your wife. Yet it does not quite translate like that to the viewer. The foot is dangling lifeless and is underexposed. Two rather dark things come to mind.
Potential solutions (if u can reshoot it):
- get ur wife to actively bend her foot upward (that means she is still among us in this dimension)
- moreover open up the exposure on the foot itself
As far as the Washington monument which is like a protruding nail under her foot, I am not too sure of the position: that depends on what u want to convey.
To give the picture an automatic sense of location, it should be brought more or less in focus (not necessarily as sharp as your wife’s sneaker, of course), and/or change your point of view slightly so that u could get some other Washington landmark in ur line of sight.
