I think having a person interacting with the ladder, jumping off the dock or some other action would make it more interesting. I know that's not always possible to have someone though.
In this case no one is allowed in the lake, but there could have been a boat or a bird maybe. This was my favorite shot of 3 that I entered into a photo contest. Another one took third, but this is the one that captures my imagination. :)
