While at first glance this may look like it is underwater, this was all done in the studio. This was shot in a studio using two lights, a gel, and mylar. One light was angled up at the mylar to bounce the light onto the model, and a second light with a softbox attached was in the back corner and had the mylar resting on top of it. Standard beauty post processing was done to remove blemishes, and I also removed the light stand legs and expanded the background slightly.
