I might be wrong because I'm not really anything but an amateur initiating in photography, but here goes my opinion.
The hand rail and neon lights seem to almost make perfect leading lines, except the rail leads to her armpit and the lights are interrupted by her arm.
I'm not sure how to, but I guess there would be a better composition in there somewhere.
It is a good photo, and I gave it a 3, but I guess it is missing a few things to be a 4.
I was thinking the same thing. Maybe have the model stand on a small crate box and bring the camera up a foot and angle the shot down a little
