Am I missing something here? For me this is certainly a 4, don't know why it's rated so low

I gave it 2 stars. I like the subject and overall tone, but I found the cloud pattern/colour to be distracting to the subject. There also seems to be some funny stuff happening with the texture on the water (on the left) that doesn't look right either. Almost like a messy cloning. However Manjinder has some great shots in this critique.
